@cmos4040 @320x200 it turns out that the boards I'm using allow me to query the power IC: http://linux-sunxi.org/AXP209 this gives me the voltage and current draw both on the AC adapter and the battery. Not per-process but it is a start.
Luckily the armbian maintainers made bindings in /sys/ for this so I can just go like this:
